China’s cyber army is invading critical U.S. services

“It is very clear that Chinese attempts to compromise critical infrastructure are in part to pre-position themselves to be able to disrupt or destroy that critical infrastructure in the event of a conflict, to either prevent the United States from being able to project power into Asia or to cause societal chaos inside the United States — to affect our decision-making around a crisis,” said Brandon Wales, executive director of the Department of Homeland Security’s Cybersecurity and Infrastructure Security Agency (CISA). “That is a significant change from Chinese cyber activity from seven to 10 years ago that was focused primarily on political and economic espionage.”

The Chinese military is ramping up its ability to disrupt key American infrastructure, including power and water utilities as well as communications and transportation systems, according to U.S. officials and industry security officials.

Hackers affiliated with China’s People’s Liberation Army have burrowed into the computer systems of about two dozen critical entities over the past year, these experts said.

PROTECTING OUR CRITICAL ELECTRICAL SUBSTATION INFRASTRUCTURE

The Ongoing Battle to Protect Critical Substation Infrastructure

EXCERPT FROM THIS ARTICLE:  The threats to substations are many, and varied. According to a study by Politico, physical attacks on the power grid are at their highest level since 2012, and utilities reported 60 such attacks on major grid infrastructure (in addition to two cyberattacks) during the first three months of 2023 alone. That’s more than double the number from the same period last year, and the methods of attack are increasing alongside the frequency.  
Given the diversity of these threats, experts are now advising that utilities undergo threat assessments based on specific challenges posed by their location and unique vulnerabilities.

You’ve seen them, though they’re not much to look at – gravel patches of dull gray poles and metal boxes strung with wires, coils, and pipes. The U.S. grid consists of around 55,000 substations, high-voltage equipment used for the generation, transmission, and distribution of electricity across the country. Usually found off to the side of some unassuming rural road or industrial park, we drive by substations each day with little thought, just some dystopian (this is the second use of dystopian in writing in my entire life.) art exhibits lining our commute. But for bad actors intent on creating chaos, substations represent something much more valuable – the perfect target.

One of substation’s primary functions is to (the main roles of substations is to) convert electricity into the correct (different) voltages that can be used by (so it can be transmitted into) our homes and businesses. Without substations, electricity cannot be measured, and voltage levels cannot be switched or regulated because the equipment is specifically designed to handle particular voltages of power. When this happens, the power goes out and cities or regions can shut down. Given its critical importance, you’d assume this infrastructure would be heavily guarded round-the-clock. Nope. Instead, substations are usually just surrounded by a chain-link fence, the security equivalent of protecting a basketball court.

Article by Gordon Change re Probable War with  China, also how the Chinese are infiltrating our country through our southern border (rough estimate of military age Chinese men – 5,000 – 10,000)   and how they will be attacking our electric grid, infrastructure , water supplies to bring us down.  All this could happen while our military is concentrating on gender identity.  We have been complacent and  are so vulnerable !  Thank God many of our citizens are armed !  We are one of the few nations of the world that allow their citizens to be armed   The stocking up on canned food and water wouldn’t be a bad idea either.  Nancy    

China’s Saboteurs Are Coming to America

  • There is now a Chinese invasion of the U.S. homeland.
  • Chinese migrants are entering the United States on foot at the southern border. Almost all are desperate, seeking a better life for themselves and their children. Some, however, are coming to commit acts of sabotage.
  • Many [Chinese], however, are short-circuiting the long waits at the consulates. At the southern border, Chinese migrants are entering the United States in unprecedented numbers.
  • Once here, the military fighters can link up with China’s agents already in place or Chinese diplomats.
  • How many of the PLA fighters have slipped into the United States this way? Some estimate 5,000, others 10,000. Those numbers sound high, but whatever the actual figure more are coming.
  • These are China’s shock troops. The concern is that, on the first day of war in Asia they will take down America’s power lines, poison reservoirs, assassinate officials, start wildfires, spread pathogens, and create terror by bombing shopping malls and supermarkets.
  • The saboteurs will almost certainly attack American military bases. China has already been probing sensitive installations. Chinese agents posing as tourists have, for instance, intruded into bases, including the Army’s Fort Wainwright in Fairbanks, Alaska.

  • Two Chinese companies, Gotion and CATL, are on the verge of building two new battery manufacturing facilities in Michigan. These companies were lured by billions in state and local tax incentives and infrastructure investments, and the environmental requirements buried in the Inflation Reduction Act of 2022.
  • [T]he state of Michigan is making a big bet on electric vehicle (EV) technology in concert with the Chinese Communist Party. What could go wrong?
  • The answer to that is simple: Plenty. At a time when bipartisan members of Congress on the Select Committee on the CCP are conducting war games simulating a U.S. response to a Chinese invasion of Taiwan, one has to ask is this the right moment to seek more Chinese investment in the state. Especially when one of those projects is just 100 miles from where the U.S. is training Taiwanese troops to defend against a Chinese Communist invasion.
  • Already, Virginia, home to numerous military and intelligence facilities, has rejected one of the two projects out of national security concerns.
  • As… outlined in the unprecedented joint news conference by the FBI and MI-5, the threat from the Chinese Communist Party is real, dangerous and pervasive.
  • Another red flag is the secrecy shrouding the projects. Although the state is in the process of providing substantial sums in taxpayer money to private entities, many of the details have been covered by Non-Disclosure Agreements (NDAs). Members of Congress, state legislators, local elected officials, and state and congressional staff have been forced to sign NDAs so they can access information taxpayers and the media have been prevented from seeing. What is so secret that it requires taxpayers to be shielded from information about the projects that their dollars will fund? Local newspapers have requested information through Freedom of Information Act requests, but they have been denied.
  • Not only are the projects shrouded in a veil of secrecy, there are legitimate concerns about various organizations actually adhering to the Foreign Agents Reporting Act (FARA). This act requires individuals working on behalf of a foreign entity to register their activities with the Justice…. Former Ambassador Joe Cella and I have… have jointly submitted a request to the Justice Department to review specific individuals and their compliance with federal disclosure laws.
  • [N]ow is the time for both battery projects to be paused. It is time for legislators to engage in their fiduciary responsibility, recognize the changed environment, and reevaluate plans to spend taxpayer dollars to fund two Chinese companies, the CCP, and potentially even the Taliban and the re-emerging Islamic State. It is a new day and US taxpayer money should not be backing potential adversaries.

RIJEKA, Croatia—On Rijeka’s waterfront, vast piles of scrap metal stretch for hundreds of yards, the byproduct of an ongoing construction project to renovate the port in the northern Adriatic Sea.

When a deal to remake the port emerged three years ago, it set off alarm bells in Washington: Three Chinese state-owned companies had won a bid for a 50-year deal to build and operate a modern new ship-container terminal at Rijeka, a deepwater port with easy access to central Europe’s markets.

That news, according to U.S. and Croatian officials, sparked an intense, behind-the-scenes campaign by Washington that used diplomacy, declassified intelligence and other tools to persuade North Atlantic Treaty Organization ally Croatia to keep China out. U.S. officials also quietly backed an alternate offer led by Danish shipping giant A.P. Moller-Maersk A/S.

U.S. diplomacy, coupled with pressure from the European Union, ultimately helped block Chinese ambitions, people familiar with the events said. The Croatian government canceled the tender without explanation in January 2021, rebid it, and awarded the 2.7 billion euro (about $3 billion) concession to APM Terminals, a unit of Maersk, and ENNA Logic, a Croatian logistics company.

“There was no direct intervention, but certain signals did exist,” Oleg Butkovic, Croatia’s transportation minister, said in an interview in the capital, Zagreb. “It’s a very sensitive issue.”

H.R. 1 LOWER ENERGY COSTS ACT

Speaker McCarthy Announces H.R. 1: Lower Energy
Costs Act

Today, Speaker Kevin McCarthy (CA-20) announced H.R. 1 for the 118th Congress, the Lower Energy Costs Act. This legislation focuses on two main priorities: increasing the production and export of American energy and reducing the regulatory burdens that make it harder to build American infrastructure and grow our economy. This legislation is being introduced by Majority Leader Steve Scalise (LA-01).

Historically, H.R. 1 through H.R. 10 have signaled a Speaker’s legislative priorities to improve the lives of the American people, making the Lower Energy Costs Act all the more significant.

Speaker McCarthy released the following statement on H.R. 1:

“The Biden administration has kneecapped American energy production, and endlessly delayed critical infrastructure projects. Democrats’ misguided policies increased costs for every American and jeopardized our national security – and they’ve made the rest of the world more reliant on dirtier energy from Russia and China.

“To lower costs for Americans and grow our economy, we need to get the federal government out of the way. The Lower Energy Costs Act will fast-track American energy production, and includes comprehensive permitting reforms that will speed construction for everything from pipelines to transmission to water infrastructure. And it ensures that the critical minerals needed for advanced technologies come from America – not China.

“This bill will be critical to growing our economy, lifting communities out of energy poverty, and ensuring American leadership long into the future.”


Background:

H.R. 1 will include legislation led by 26 individual Members and produced by the Committees on Energy and Commerce, Natural Resources, and Transportation and Infrastructure.

Policies that will be included in the energy package can be broken down into several broad categories:

  • Increasing American Energy Production
  • Increasing the Production and Processing of Critical Minerals
  • Streamlining Energy Infrastructure and Exports
  • Broad Permitting Reform
