Is offshore wind a perennial infant industry? Despite receiving countless billions of dollars in subsidies over the last few decades, these energy projects are still failing to launch. On Friday three New York offshore wind projects hit the rocks owing to rising costs and technical snafus.
The New York State Energy Research and Development Authority called off contract negotiations with three wind developers after turbine manufacturer GE Vernova said it couldn’t deliver 18-megawatt turbines for the projects. As a result, the projects would have to be redesigned with more and smaller turbines that would make them noneconomic.
GE’s renewable business had planned to produce the 18-megawatt turbines but last year decided to limit turbines to a maximum of 16.5 megawatts, according to Bloomberg News. Bigger and more powerful turbines have recently been toppling over, requiring expensive repairs. This is one reason GE’s renewable business lost $1.44 billion last year, which was an improvement on its $2.24 billion loss in 2022.
The offshore wind industry received a strong tailwind from the Inflation Reduction Act, which included tax credits that cover 30% or more of a project’s cost. The law also subsidized the domestic manufacturing of components, which New York’s wind developers and their suppliers planned to exploit by making parts at new plants in the state.

Biden moves to block Trump, future presidents from firing bureaucrats
President Biden finalized new civil service protections on Thursday aimed at preventing the sort of bureaucratic housecleaning that former President Donald Trump plans, should he win reelection.
At stake are potentially tens of thousands of policymaking jobs across the government and the ability to have them follow the president’s direction or face firing.
That has become a top goal of Republicans after the deep state thwarted or watered down many of Mr. Trump’s initiatives. It also has become a chief fear of Democrats.
Mr. Biden said his rules would insulate employees from such political pressure by making it tougher to reclassify their jobs and then fire them.
“Day in and day out, career civil servants provide the expertise and continuity necessary for our democracy to function,” Mr. Biden said. “This rule is a step toward combatting corruption and partisan interference to ensure civil servants are able to focus on the most important task at hand: delivering for the American people.”
The rules shield federal workers from losing civil service protections if they are involuntarily moved into job classifications that lack those protections. The rules also create an appeals process for workers who are shifted.
The target is indisputably Mr. Trump, who issued an executive order late in his administration that could have allowed thousands of career civil service positions to be reclassified, making it easier to fire workers.
Mr. Trump said removing “poorly performing employees” who fell under civil service protections had become too difficult, so reclassifying them was a way to get better results from the bureaucracy.
Known as Schedule F, the order was aimed at positions that create policy. Trump officials said those jobs ought to be responsive to the president.
The National Treasury Employees Union, a major public-sector labor union that sued to block Schedule F, said it could have swept up “tens of thousands of frontline federal employees.”
Mr. Biden revoked Schedule F when he took office, derailing the lawsuit.
Mr. Trump has been eyeing a revival should he win the White House in November.
The new rule, finalized Thursday by the Office of Personnel Management, will make it tougher for Mr. Trump or another administration, but not impossible, to surmount.
To overcome a regulation, a president must either go through the rulemaking process again, which can take months or years, or persuade Congress to pass legislation.
James Sherk, who led the Trump administration’s civil service efforts, said the new regulations will be a speed bump but not a roadblock. He said the chief wrinkle is that writing the rules could give Mr. Trump’s opponents more room for court challenges to a policy.
Mr. Sherk said federal employees have long leaned to the left but appear to have skewed hard left since the Obama years, based on campaign donation data.
“In most agencies, the career employees are more liberal than 90% of Americans,” he said.
He released a report, “Tales From the Swamp,” highlighting areas where Trump plans were thwarted by the liberal ideological bent of bureaucrats.

Former President Donald Trump declared that the November election will be “Christian Visibility Day” in opposition to President Joe Biden’s declaration of “Transgender Day of Visibility” on March 31, which coincided with Easter Sunday this year.
“Election Day, November 5th, will be the most important day in the History of our Country. It will also be Christian Visibility Day, the biggest turnout of Christians in the history of our Country!” the former president declared on his Truth Social account.
As Breitbart News reported, the president sparked controversy over the weekend when he used Good Friday to proclaim “Transgender Day of Visibility” on March 31, which coincided with Easter.

President Joe Biden’s White House has declared the holiest of Christian holidays “Transgender Day of Visibility,” announcing that “transgender Americans are part of the fabric of our nation.”
Biden issued an official proclamation on Good Friday, reading, “We honor the extraordinary courage and contributions of transgender Americans and reaffirm our Nation’s commitment to forming a more perfect Union — where all people are created equal and treated equally throughout their lives.”
The official proclamation continued:
NOW, THEREFORE, I, JOSEPH R. BIDEN JR., President of the United States of America, by virtue of the authority vested in me by the Constitution and the laws of the United States, do hereby proclaim March 31, 2024, as Transgender Day of Visibility. I call upon all Americans to join us in lifting up the lives and voices of transgender people throughout our Nation and to work toward eliminating violence and discrimination based on gender identity.
Biden’s chosen day for the inaugural celebration is Easter Sunday — a day on which, even Biden, who discusses his Catholic faith often, celebrates the resurrection of Jesus Christ.
The Biden White House has made the promotion of transgenderism a cornerstone of its policy agenda, with Biden in his 2024 State of the Union address pledging loyalty to transgender Americans. His proclamation touts the work he has done to promote that agenda:
I am proud that my Administration has stood for justice from the start, working to ensure that the LGBTQI+ community can live openly, in safety, with dignity and respect.
