Big chunk of the first taxpayer coronavirus aid could be spent overseas

As much as $1 in every $4 from the first $8.3 billion aid package approved by Congress could be spent overseas or on foreign affairs.

The short answer is … a good bit may end up overseas.

The title of the first legislation was the Coronavirus Preparedness and Response Supplemental Appropriations Act of 2020. President Trump signed it into law on March 6 after a bipartisan vote of Congress. The law appropriated $8.3 billion in initial response monies.

To put that into perspective, the first COVID-19 legislation exceeds the $1.1 billion appropriated for Zika in 2016, the $5.4 billion for Ebola in 2014, and the $7 billion for swine flu in 2009.

As much as $2.3 billion of the first $8.3 billion in funding falls into the categories of foreign aid, foreign affairs or overseas disease surveillance. Here’s how some of that breaks down:

  • $435 million for the U.S. Agency for International Development’s Global Health Programs.
  • $300 million for “international disaster assistance.”
  • $300 million for global disease detection and emergency response under the Centers for Disease Control
  • $200 million more goes to the State Department Foreign Operations Emergency Reserve Fund ·
  • $264 million for State Department Foreign Affairs for diplomatic response and evacuation over the next two and a half years.
  • $836 million for the U.S. or global response under the National Institutes of Health.

China plans to target the very industries hit hardest by the pandemic and use the same predatory practices it has used in the past to subjugate the world’s industries……. Not to put too fine a point on it, “proliferate information technologies” means wheeling out techno-surveillance Trojan Horses, integrating temperature monitoring with facial recognition, big data, artificial intelligence, and government-monitored social credit scores.

Beijing has a plan to gain ground after the setback it experienced from the Wuhan virus. It is deploying all its resources—industrial, economic, and information—to achieve its goal.

Remember that when you hear “respected voices” such as the U.S. Chamber of Commerce, the National Association of Manufacturers or the Peterson Institute for International Economics call for lifting tariffs on China.

Like the New York Times, they are simply swallowing Beijing’s sophisticated propaganda.

 

The virus that originated in Wuhan, China poses a double threat to America.

The first is to our health as the virus spreads through the U.S. population. The second is to our economy as more businesses, schools, and events shut down to slow the spread of the contagion.

We must not underestimate the economic threat because the Chinese Communist Party is using the pandemic to achieve its goal of supplanting the United States as the world’s leading economic, diplomatic, and military power.

On Wednesday, David Icke appeared as a guest on London Real to discuss his perspective on the coronavirus and the global lockdown happening right now. The greater implication, he says, is that while people are in a state of fear, they are passively allowing increasing authoritarian controls over their lives, and that this new power grab will not be rolled out when the crisis ends.

The types of government totalitarianism that are being pushed amid the coronavirus outbreak include the encouragement of going cashless, mandatory vaccinations, and most importantly, vast economic controls which we have never seen before this event.

In most US states, local governments have closed down restaurants, bars, hair salons, and coffee houses against the interests of business owners as a means to stop the spread of the coronavirus. As a result, millions of people have already lost their jobs and are unsure about whether they will be able to pay rent. Governments claim that without extreme measures, many more will die, and hospital beds will overfill.

“You have to keep the reaction in proportion to the problem,” David says. “so maybe more needs doing in parts of Italy.

The U.S. has more ICU beds as it braces for coronavirus cases

Americans love to complain about their costly health-care system, but in the coronavirus pandemic that spending could pay off. Hospitals in the U.S. don’t skimp on costly care as they do in countries with socialized systems that are struggling to treat coronavirus patients amid a shortage of intensive-care beds.

Some who favor government-run health care are pointing out that the U.S. has fewer hospital beds per capita than other countries, but that’s in part because more surgeries are performed at outpatient centers where patients are less likely to catch infections. A more important metric is the number of intensive-care units, which have sophisticated equipment and a high staff to patient ratio. These are crucial for patients in respiratory distress.

A 2012 review in the journal Current Opinion in Critical Care found that the U.S. has 20 to 31.7 ICU beds per 100,000 people compared to 13.5 in Canada, 7.9 in Japan and between 3.5 and 7.4 in the U.K. Differences in how countries define “ICU” account for some of the disparity, the article notes, and the U.S. needs more ICU beds because it has a higher incidence of chronic conditions like heart disease. But importantly, the article finds that health spending is correlated “with increasing delivery of critical care.”

Countries with socialized systems ration intensive care. “Studies from Japan and the U.K determined that admissions to ICUs are severely limited for the very elderly and patients perceived to have little chance of survival,” the article says. In the U.K., many patients were “denied intensive care due to a lack of beds” and “discharged from the ICU prematurely.” The U.K.’s National Health Service already struggles each winter to provide adequate care during routine flu seasons, as our Joseph Sternberg documented on Friday.

  • The Italian health system is in appallingly bad condition. There are not enough intensive care units and, as everywhere, the possibility of a major crisis simply was not anticipated. In Italy there are 2.62 acute-care hospital beds per 1,000 residents (by comparison, the number in Germany is 6.06 per 1,000 residents). The Italian health system is entirely governed by the government…. Public hospitals must manage shortages, and when an exceptional situation occurs, rationing care leads to horrific choices.
  • The Italian government was hoping for help from the European Union, but neither the other member states nor the European Union itself has given any at all…. The dismissive attitude of the EU and the other members states seems to have been dictated by the fear of sliding into a situation as calamitous as that of Italy.
  • No country in the European Union has taken a clear, hard look at the danger Europe is facing.

 

Italy’s healthcare system is in a state of almost total collapse. As of today, 31,506 people in Italy have been infected with the coronavirus; of which 2,503 people have died. The numbers continue to grow. Hospitals are overwhelmed. Doctors have to choose which sick person to save and which sick person not to save. The Wuhan Virus Escaped from a Chinese Lab

What Xi didn’t say is that the coronavirus that has sickened more than 76,000 and claimed more than 2,200 lives escaped from one of the country’s bioresearch labs.  But the very next day, evidence emerged suggesting that this is what happened, as the Chinese Ministry of Science and Technology released a new directive entitled “Instructions on strengthening biosecurity management in microbiology labs that handle advanced viruses like the novel coronavirus.”

As Mosher points out, not only is the Wuhan lab China’s first level-4 facility, but it is the only one, and it is under close and active supervision by the Chinese military:

[T]he People’s Liberation Army’s top expert in biological warfare, Maj. Gen. Chen Wei, was dispatched to Wuhan at the end of January to help with the effort to contain the outbreak.

First of all, Wuhan is a place and not a race, and to identify the coronavirus by its place of origin, like naming the Ebola Virus for a river in Zaire, is not racist or xenophobic — it’s merely accurate.  There is no racism or xenophobia in labeling an infection “Rocky Mountain Spotted Fever” or calling something “Lyme Disease” after a nearby town in Connecticut.

What calling this latest virus the Wuhan Virus is is a reminder of the multiple contagions China has spawned and released on an unsuspecting world.  Nor is connecting some very big, ugly, and obvious dots just another conspiracy theory to be dismissed out of hand.

From the beginning China has been less than forthcoming about this virus and resisted sharing critical data and access to WHO and CDC specialists.  And have we forgotten Dr. Li Wenliang, the 33-year-old ophthalmologist based in Wuhan, the epicenter of the contagion, who tried to tell the world that China was hiding something malevolent, only to be silenced and imprisoned by Chinese authorities for allegedly fabricating lies about the disease’s deadly potential?  He would later die of the disease he tried to warn us about and the Chinese tried to keep under wraps:

In an interview with the Communist Party–controlled Beijing Youth Daily newspaper in late January, Dr. Li recalled seeing reports in December of an unusual cluster of pneumonia cases linked to an animal market in Wuhan.

On Dec. 30, Dr. Li told the newspaper, he sent a message to former classmates on WeChat, a popular messaging app, warning them of new cases of severe acute respiratory syndrome, or SARS.  He later corrected that, saying it was an unknown coronavirus.
