House Speaker Nancy Pelosi and her fellow Democratic leaders are decrying President Donald Trump’s use of force against Iranian Quds force commander Qassem Soleimani without congressional authorization but allowed former President Barack Obama free rein to carry out military operations.

Obama oversaw military actions in both Syria and Libya for months without seeking the approval of Congress.

The Washington Times reported in April 2015 that U.S. strikes against Islamic State targets in Syria and Iraq surpassed 2,800 by that point in the conflict.

“The U.S. military has been conducting strikes in Iraq for 10 months, and began striking directly at targets in Syria last September as part of Mr. Obama’s announced campaign to degrade the capabilities of the Islamic State,” according to The Times.

By mid-April 2015, the U.S. had carried out 1,458 strikes in Iraq and 1,343 in Syria.

Obama pointed to his powers as commander in chief, as well as the September 2001 “Authorization for Use of Military Force” resolution passed by Congress, which recognizes, “the President has authority under the Constitution to take action to deter and prevent acts of international terrorism against the United States.”

The Obama administration also relied on the 2002 AUMF resolution calling for the removal of Saddam Hussein as leader of Iraq.

The Times reported that Obama continued his military campaign in Iraq and Syria, even after a new authorization for the use of force against the Islamic State was introduced, but had not been passed by Congress.

When President Donald Trump gave the order to kill Iran’s Quds Force leader Qasem Soleimani, he not only made an arguably proportionate response to the invasion of the U.S. Embassy this week but he also reversed a policy of the Obama administration. According to a report from 2018, Israel was “on the verge” of assassinating Soleimani in 2015, but Obama’s officials foiled the plan. In fact, they reached out to Iran with news of Israel’s plans.

The Trump administration, on the other hand, gave Israel a green light to assassinate Soleimani, according to a January 1, 2018 report from the Kuwaiti newspaper Al-Jarida. The paper quoted a source in Jerusalem as saying that “there is an American-Israeli agreement” that Soleimani is a “threat to the two countries’ interests in the region.” According to HaaretzAl-Jarida is generally assumed to be a platform for the Israeli government to disseminate its message to other Middle Eastern governments.

According to the report, the agreement between Israel and the U.S. came three years after Washington thwarted an Israeli attempt to kill the Iranian general.

“The report says Israel was ‘on the verge’ of assassinating Soleimani three years ago, near Damascus, but the United States warned the Iranian leadership of the plan, revealing that Israel was closely tracking the Iranian general,” Haaretz reported.

The incident “sparked a sharp disagreement between the Israeli and American security and intelligence apparatuses regarding the issue.” That sounds like an understatement.

President Barack Obama frequently snubbed Israel, considered by many to be America’s best ally in the Middle East. Yet the news that the Obama’s administration prevented Israel from assassinating the Quds Force leader seems particularly significant, since the Obama administration also kept a list of approximately 500 American soldierswho were murdered by Iranian IEDs. Since the Quds Force spearheads Iran’s operations outside the Islamic Republic, Soleimani would arguably be responsible for all of those deaths.

  • The Greek government has said that Turkish President Recep Tayyip Erdoğan personally controls the migration flows to Greece and turns them on and off to extract more money and other political concessions from the European Union. In recent months, the Turkish government has repeatedly threatened to open the floodgates of mass migration to Greece, and, by extension, to the rest of Europe.
  • “If they [the European Union] do not give us the necessary support in this struggle, then we will not be able to stop the 3.5 million refugees from Syria and another two million people who will reach our borders from Idlib.” — Turkish President Recep Tayyip Erdoğan.
  • “If we open the floodgates, no European government will be able to survive for more than six months. We advise them not to try our patience.” — Turkish Interior Minister Süleyman Soylu.

Turkish President Recep Tayyip Erdoğan and other members of his government have repeatedly threatened to flood Europe with migrants. Uncle Trump to the Naval Rescue

Europe claims it can’t rely on the U.S., but look who’s protecting ships.

Well, well, look who’s coming to the rescue of the British and shipping in the Middle East. None other than the Trump Administration that is supposed to be an unreliable ally. The Brits now say they’re joining a U.S.-led coalition to protect merchant shipping after they failed to get help from the rest of Europe.

The Royal Navy will join the effort organized by the U.S. Central Command after Iran seized a third ship this week. On July 19 the HMS Montrose frigate was patrolling near the Strait of Hormuz but was too far away to stop Iranian forces from taking a British-flagged tanker and crew that Tehran still hasn’t released.

Britain needs help because nearly half of its frigates and destroyers are undergoing major repairs or upgrades. The Royal Navy has around 80 ships, down from more than 130 during the 1982 Falklands War. The country is without a deployable aircraft carrier, though it has plans for two. London spent more than 2% of gross domestic product on defense in 2018, fulfilling its NATO requirement. But former Defence Minister Tobias Ellwood admitted after the tanker seizure that “our Royal Navy is too small to manage our interests across the globe.”

Germany refused to help, perhaps because it doesn’t want to offend Iran and might lose a naval engagement. While the Deutsche Marine has helped fight piracy in East Africa, it struggles to meet basic NATO commitments. At one point in 2018 its entire U-Boat fleet—six submarines—was stuck in dry dock. The surface fleet has held up better, though it’s aging fast.

Berlin spent only 1.2% of GDP on defense in 2018. Chancellor Angela Merkel ’s heir apparent, Defense Minister Annegret Kramp-Karrenbauer, called for Germany to meet its 2% commitment during her recent swearing-in ceremony. Her fellow lawmakers responded with boos.

The French would have had a limited benefit to a patrol mission, perhaps because La Royale has only a single aircraft carrier after cancelling plans for a second years ago.

U.S. Launched Cyberattacks on Iran

The cyberstrikes on Thursday targeted computer systems used to control missile and rocket launches

The U.S. covertly launched offensive cyber operations against an Iranian intelligence group’s computer systems on Thursday, the same day President Trump pulled back on using more traditional methods of military force, according to U.S. officials familiar with the matter.

The cyberstrikes, which were approved by Mr. Trump, targeted computer systems used to control missile and rocket launches that were chosen months ago for potential disruption, the officials said. The strikes were carried out by U.S. Cyber Command and in coordination with U.S. Central Command.

The officials declined to provide specific details about the cyberattacks, but one said they didn’t involve loss of life and were deemed “very” effective. They came during the peak of tensions this week between the U.S. and Iran over a series of incidents across the Middle East, including Tehran’s shooting down of an American reconnaissance drone.

The attacks also came as U.S. fears have grown that Iran may seek to lash out with cyberattacks of its own, as multiple cybersecurity firms said they had already seen signs Tehran is targeting relevant computer networks for intrusion and appeared particularly focused on the U.S. government and the American energy sector, including oil and gas providers.

While little was known about Thursday’s digital attacks, they were the latest indication that the U.S. has ramped up its willingness to use disruptive or destructive cyber weapons under President Trump after years of caution and drawn-out interagency deliberations that often led to inaction in previous administrations.

The National Security Council didn’t respond to requests for comment. “As a matter of policy and for operational security, we do not discuss cyberspace operations, intelligence or planning,” a Pentagon spokesman said. Details of the cyber operations were first reported late Friday by Yahoo News.

Asked Sunday about reports of the cyberattacks, Vice President Mike Pence declined to address the matter. “We never comment on covert operations,” Mr. Pence said during an interview with CBS.

Current and former U.S. officials have warned that cyberattacks against Iran could increase the likelihood that Iran may respond in kind, and have noted Iran is particularly unpredictable in its own use of cyberattacks.

An American worth recalling far more than the ‘American Taliban.’

Many Americans were shocked to learn that John Walker Lindh stepped out of an Indiana prison a free man on Thursday, after 17 years behind bars. Dubbed the “American Taliban,” Lindh spent his teenage years in California’s Marin County but ended up captured in Afghanistan as an enemy combatant in the early months after 9/11. In 2002 he accepted a deal in which he pleaded guilty to providing support for the Taliban.

But as understandable as outrage might be, this is Memorial Day weekend, and we do well not to let Lindh overshadow the story about the other American inside that Afghan prison at the same time. He was Johnny “Mike” Spann, a CIA officer who deployed to Afghanistan early in the war. He was killed on November 25, 2001, shortly after interviewing Lindh, when Taliban prisoners rioted. He was 32 years old.

Spann was the first American killed in combat in Afghanistan. Before joining the CIA, Spann was a Marine, leaving with the rank of captain. He is buried in Arlington National Cemetery alongside other American men and women who have served their nation in war. He is further honored with a black star on the CIA’s Memorial Wall at its Virginia headquarters, along with 132 other fallen agency colleagues.

So this weekend, as we enjoy our barbecues and kick off the summer, let us not forget how extraordinarily blessed we are to have men and women such as Mike Spann, who willingly placed themselves in harm’s way to preserve our freedom—and paid the ultimate price.
